Both sides of the analysis are cost and return. Cost determination may be relatively easier than examining benefits, although in practice there are issues that are simpler to determine. The return-side study includes the study of many issues that require advanced tools and techniques to measure the return on staff, organization and customers and to purify them from the effects of non-training factors, whether positive or negative.
